Our Statement: Now is the Time for a Scottish Basic Income

Today Scotland’s world leading Basic Income feasibility study research has been published. This work was led by four local authorities, Glasgow Edinburgh, North Ayrshire and Fife and funded by Scottish Government. You can find the final report here, we will be sharing more information and analysis over the coming weeks. 

Citizen’s Basic Income Network Scotland welcomes this feasibility study report. We encourage politicians and the public to engage with the report’s findings.

The time is now right for the immediate implementation of a universal basic income across Scotland. That requires primary legislation and regulation changes which are mainly the responsibility of the DWP and HMRC. We have seen that this kind of substantial change to the social security system is possible following the response to the Coronavirus crisis. 

The feasibility study report shows that there are barriers to implementing a basic income. It also states that “a robust political coalition of support” is required to remove these barriers and that “public support is essential to secure strategic backing and engagement from political groups”. 

We challenge anyone who wants to see a Scottish Basic Income to work towards the removal of these barriers. For the public to demonstrate their support and for politicians to work collaboratively and strategically to remove the barriers to a Scottish Basic Income.

Scotland truly is a world leader on this policy. Next year we will host the Basic Income Earth Network Congress in Glasgow to share this insight with people from Scotland around the globe. This next step is crucial in ensuring a Basic Income is put at the heart of Scotland’s future.

Today we celebrate this remarkable piece of work. We have worked alongside the feasibility study this past two years and it has been an exemplary approach to exploring this transformative policy. We are grateful to Scottish Government for funding the work and hope to see more bold commitments made in the near future. We thank everyone involved in the Citizens’ Basic Income Feasibility Study Steering Group for their timely, detailed and world leading work on this project. 

Now we must build on this work and make Basic Income a reality.
